This week, the Allegheny County Department of Health, along with Allegheny County Council members, heard testimony in support of and against — but mostly in support — making the HPV vaccine mandatory for children, both boys and girls, ages 11 and 12.
Human papillomavirus, or HPV, is the most common sexually transmitted disease, according to the Centers for Disease Control and Prevention, which along with the American Academy of Pediatrics recommends the three-dose (over a period of six months) vaccine at that age, meaning before kids generally become sexually active.
More than 25 speakers — including doctors, researchers, executives from health-care foundations, high school students, cancer survivors and even a dentist — addressed Dr. Karen Hacker, head of the Allegheny County Health Department, and council members.
Dr. Liz Miller, director of community health at Children’s Hospital at Pittsburgh and a professor of pediatrics at the University of Pittsburgh’s School of Medicine, called the vaccine mandate “critically important” for “bridging the gap” in parts of Allegheny County where parents might not be educated on HPV, or where access to primary care is less likely.
“The HPV vaccine is frankly a no-brainer,” she said.
According to the CDC, in most cases HPV will go away on its own. But when it doesn’t, it can cause genital warts and cancers, including cervical cancer, cancer of the vulva, vagina, penis or anus. Cancer caused by HPV can also manifest itself in the throat, tongue and tonsils.
Currently the vaccine is mandatory for school entry in Rhode Island, Virginia and Washington, D.C.
“We have spoken with all three states to better understand their perspectives and experience,” Hacker wrote in an email to City Paper. She says the vaccine is covered by most health-insurance plans and is included in the Affordable Care Act’s preventive measures.
John Rhodes, a 50-year-old assistant basketball coach for the Duquesne University Dukes, testified as a throat- and neck-cancer survivor. He called himself a “6-foot-9 walking billboard” for the HPV vaccine. He has been in remission for seven months after being treated for stage-four cancer that settled in his lymph nodes and was caused by HPV.
“My kids are vaccinated,” he said. “As a coach and a competitive person, I challenge you [to mandate the vaccine].”
Several doctors shared concern for the pain and complications their patients feel once they are diagnosed with a cancer caused by HPV.
Dr. Umamaheswar Duvvuri, a head- and neck-cancer surgeon at UPMC and the local VA hospital, told the crowd about his 55-year-old male patient from Dubois, Pa., who found a lump on his neck. “I spent the day removing a large portion of this man’s tongue,” he said. “That could’ve been prevented.”
After the meeting, he explained that he and colleagues will be operating on six patients and treating four others for “oropharyngeal” cancers — head and neck cancers — and that those types of cancers are predicted to rise by 2020.
Sixteen-year-old Sydney Reyes, of Riverview Junior-Senior High School, addressed another common argument against the vaccine — that it will encourage sexual promiscuity in teenagers.
“This assumption can be resolved by having a proper discussion with your teen, not by blocking a vaccination,” Reyes said. “Why should we risk a life like this when we really don’t have to?”
A few speakers against the vaccine mandate expressed their concerns to the councilors. A parent named Amy Rafferty read a letter from a friend whose daughter allegedly suffered severe hypertonia — muscles spasms — to the point where she couldn’t walk anymore after receiving Gardasil, the HPV vaccine from Merck.
James Lyons-Weiler, who formerly worked at the Hillman Cancer Center and who started his own research group entitled the “Institute for Pure and Applied Knowledge,” told the crowd he was concerned that the current vaccine would allow for stronger virus strains to attack humans in the future.
Yesterday, Lyons-Weiler posted a 3,000-word essay on his blog denouncing the medical professionals who asked Allegheny County to mandate the vaccine. He also mentioned that he met Rafferty because she organized the local screening of VAXXED — an anti-vaccine documentary that was kicked off the Tribeca Film Festival schedule, and which City Paper‘s film critic Al Hoff said came “across as an infomercial by way of a conspiracy theory for a discredited argument.”
Speakers who followed opponents of the vaccine mandate contradicted their arguments.
Hacker says the comments gathered at the hearing will be presented to the board of health in July.
“They wanted us to consider what the public felt [about an HPV-vaccine mandate],” Hacker said by phone today.
If the board decides to recommend a mandate, a public-comment period would follow.

The main reason for opposing this mandate is not fear of promiscuity but fear of adverse reactions. There have been a number of very serious adverse reactions reported in various countries. On 26 May 2016, the Nordic Cochrane Institute wrote a letter of complaint to EMA (European Medicines Agency) regarding the handling of safety issues with HPV vaccines.

How can Dr. Liz Miller say, “”The HPV vaccine is frankly a no-brainer”??
Apparently Dr. Miller has not read the research as well as case reports showing a possible link with disabling conditions such as paralysis, chronic fatigue, chronic pain, cognitive disfunction, headaches, and more? And with serious autoimmune conditions including ovarian failure? And even 260 deaths reported?
How can this be a “no-brainer”? We don’t even know whether cervical cancer will be prevented by this vaccine. Do we really want to expose young girls to the possibility of serious life changing adverse effects how, in the hope of avoiding cervical cancer in middle age?
As HPV researcher Diane Harper says in the article I linked to above, cervical cancer is one of the most preventable, treatable, and curable kinds of cancer if the precursor cells are found early with regular pap smears.
Parents must have a choice on whether their minor children receive this vaccine.
Dr. Miller should put her brain in gear and actually look at the many reports of very serious adverse reactions to HPV vaccines.
And one last comment – There would have been a lot more people at this meeting opposing an HPV vaccine mandate if the meeting had been publicized in advance to the general public.

Human papilloma virus vaccine and primary ovarian failure: another facet of the autoimmune/inflammatory syndrome induced by adjuvants
The title of this article is misleading. The Board of Health is going to decide whether to recommend making HPV vaccination mandatory or not. There are over 100 types of HPV and current vaccines do not protect against all of those that can cause cancer. The common types have been shown to be replaced by the rare types, which are rare because they are more deadly.
Funny, I spoke at this forum as well, but Ms. Murray didn’t mention my comments at all. This is what I said:
This vaccine has been on the market just under 10 years. Yet there have already been 5,749 reports to “VAERS” (the Vaccine Adverse Event Reporting System) of serious adverse events following this vaccine. Since this reporting system is actually a voluntary one, we do know that many such reactions go unreported. Those 5,749 report do not refer to a sore arm. “Serious” refers to things like major neurological or autoimmune or allergic adverse reaction. I did a search on VAERS and found the following reports of adverse events associated with HPV vaccines:
I found 1708 reports of convulsions associated with HPV vaccines and reports of 119 Seizures, which are apparently different from convulsions, as they are filed under a different code number.
There were also:
38 reports of tonic convulsions
19 reports of clonic convulsions
202 reports tonic clonic movements
27 reports encephalopathy
10 reports of encephalomyelitis
22 reports meningitis
10 reports of aseptic meningitis
and 172 reports of Guillain-Barre Syndrome, which causes paralysis and can be fatal, as well as
261 reports of DEATH.

I also learned that in the pre-licensure safety testing of HPV vaccines, out of 11,004 “placebos” used, only 594 MAY have been actually a saline placebo. It’s also been described as a “non-alum carrier solution.” The remaining 10,410 subjects were actually given as “placebo” an injection of
aluminum hydroxide sulfate, which is the vaccine ingredient whose function is to elicit a stronger immune response.
All reports of adverse events from the test vaccine were listed as “as compared to placebo.”
We’re also not told why nearly twice as many test subjects receiving the actual vaccine withdrew from the study before it was done, as compared to the “placebo” group.
I’d like to remind everyone here that HPV vaccine is not an “anti-cancer vaccine.” It’s a vaccine against VENEREAL WARTS. These venereal warts may be associated with cancer, but they have never been shown to CAUSE cancer.
Cervical cancer, according to the CDC, can take 20-50 years to develop. 95% of women who are infected by HPV clear it from their system with no further issues, and do not develop cancer.
So all we can say is that HPV is associated with cancer. If it caused cervical cancer, it would cause it in everyone.
So let’s please approach the idea of requiring this vaccine with an abundance of caution, and wait until some REAL SCIENCE—using real placebos, and independent of the manufacturers.
While some of the speakers who spoke after I did, and after Dr. Lyons-Weiler and Ms. Rafferty, did indeed contradict our assertions, not one of them provided any proof that our arguments were in any way mistaken or incorrect.
I’d like to point out here that the Vaccine Adverse Event Reporting System is the ONLY reporting system we have. One of the doctors who spoke after me suggested that we dismiss it–and therefore ALL reports of severe adverse events following vaccination–because it’s a voluntary reporting system.
